For employers
For employers who want to hire foreign staff
For an employer-based work permit, the employer files the application, and the workplace's situation is decisive in the assessment. Checking before you apply whether your company meets the criteria avoids unnecessary rejections.

- IT: For specialist roles such as software, database, network and security, the employment and financial criteria don't apply at IT-sector workplaces; in other sectors they don't apply for up to two foreigners.
- R&D centres and technology development zones: With a positive opinion from the Ministry of Industry and Technology, the employment and financial criteria are waived.
- Tourism: At establishments licensed by the Ministry of Culture and Tourism that employ at least ten Turkish citizens, the employment criterion doesn't apply for skilled and specialist roles.
- Foreign shareholders: The shareholding must be at least 20% and the capital share at least TRY 500,000; these conditions don't apply from a capital share of USD 100,000.

Employing foreigners in domestic work
In domestic services, work permits are only granted for childcare, care of elderly or disabled people, and patient care. The person needing care or certain relatives listed in the rules can apply. The assessment considers the cared-for person's situation, the foreigner's experience and the employer's regular income. Guide to employing a domestic caregiver

Frequently asked questions
Our company is newly founded. Can we hire a foreigner?
Newly founded companies (without a year-end balance sheet yet) need paid-in capital of at least TRY 500,000, and the employment criterion also applies. Since some sectors and some foreigners are exempt, let's look at your case together.
Does a foreign shareholder need a work permit?
Yes. Foreign shareholders who manage the company, such as the shareholder-manager of a limited company or a shareholder board member of a joint-stock company, work with a work permit. Board members who don't reside in Türkiye and shareholders without management roles fall under the work permit exemption rules.
How much must a foreign employee earn?
The salary is set as a multiple of the gross minimum wage on the application date: at least 1 to 5 times, depending on the role. Social security must also be declared on the salary stated in the application.
Can you submit the application on our behalf?
The e-İzin application is submitted with the workplace's authorised user's own e-signature, and e-Devlet and e-signature credentials should never be shared. We support you in preparing the application, checking documents and following up; your company's authorised person submits it.
Let's check your company's criteria together
